Committee moves rules to reflect HB 374 transfer of audiologist and SLP licensing to state licensing division

Committee members advanced amendments to the educator preparation rules to reflect HB 374, which transferred licensing authority for audiologists and speech‑language pathologists to DOPL.
Director Rasmussen told the committee that the board no longer issues licenses in those two fields as a result of the law and that R277‑306 must be amended to remove preparation program requirements for the two professions. Staff also proposed a technical amendment clarifying that a speech‑language technician's clinical experience may be supervised "by an individual holding a speech‑language pathologist license issued by the Division of Occupational and Professional Licensing (DOPL)."
The committee approved the technical amendment to replace lines 98–100 with language referencing the Division of Occupational and Professional Licensing; the roll call vote passed unanimously. Members also asked staff whether the board retains any enforcement authority for individuals licensed solely by DOPL. Director Rasmussen said the board would refer educator‑licensing misconduct involving DOPL‑licensed individuals to DOPL for disciplinary action.
The committee then approved R277‑306 draft 1 as amended on first reading and forwarded it to the full board for second and final reading.
