Chesapeake City approves Extreme Boat Docking Contest with insurance and U.S. Army Corps of Engineers permit conditions

The Town Council approved an Event Application for an Extreme Boat Docking Contest to be held Sept. 26, 2026 (rain date Sept. 27), contingent on the organizer providing $1,000,000 in liability insurance naming the Town as insured and securing a U.S. Army Corps of Engineers (USACE) permit for use of the basin.
Organizer Bud Valichka told the council the boats will be staged on B dock at the Chesapeake Inn rather than in the canal itself; he estimated nine to ten participating boats and anticipated approximately 3,000 ticketholders. Valichka described a free vendor area along Bohemia Avenue and a gated, ticketed area in Pell Gardens, and said an alcohol resolution will be needed.
Councilmember Sarah Ford-Ferrara moved to approve the event application with the stated contingencies; Frank Vari seconded and the motion carried. The minutes note the Town had hoped for Corps approval prior to approval, but Corps staff indicated they wanted to see Town approval before issuing a permit.
The council's conditional approval requires the organizer to submit the specified insurance and the USACE permit before the event can proceed; town staff will also ensure any required alcohol licensing or resolutions are in place.
