Kearney Planning and Zoning Commission unanimously recommends architectural design standards to Board of Aldermen

At its June 8 meeting, the City of Kearney Planning and Zoning Commission voted unanimously to recommend that the Board of Aldermen approve an amendment to Municipal Code Section 405.682, which would establish architectural design and building material standards for new commercial, office, mixed‑use and industrial buildings and for substantial additions.

The amendment’s stated purpose is to promote durable and attractive development, encourage consistent architectural treatment on visible building elevations and create objective standards that can be administered consistently, staff said.

Commissioner Shannon McGuire said the ordinance "is very basic and a good start," adding that the standards are not intended to set the bar so high that projects become economically infeasible. Commissioner Paula Noble said she supports measures that make the city look better and encourage people to want to live in Kearney. Commissioner Kathy Barger said codifying the standards helps maintain property values and bring consistency to visible building elevations. City staffer David Pavlich told the commission that the amendment is a Board priority.

McGuire moved that the Planning and Zoning Commission recommend approval of the proposed amendment as recommended by staff; Commissioner Kathy Barger seconded the motion. The motion passed unanimously. Members listed as present in the record were Chastain Parks, Kathy Barger, Paula Noble (Chair), David Lehman, Shannon McGuire and Keith Hall; one member, Wyeth Ervin, was absent.

The Commission’s recommendation will be transmitted to the Board of Aldermen for its consideration and any formal adoption steps.
