Waterloo board approves $1.615 million water‑treatment contract, several staff contracts and student meal provision

The Waterloo Board of Education voted Aug. 20 to accept a $1,615,000 bid from English Plumbing LLC and authorize a contract for improvements to the district’s water treatment plant. Chair (Speaker 1) introduced the resolution and the board moved, seconded and approved the contract in the regular meeting.
The contract was the largest single item on an agenda that otherwise consisted largely of routine personnel and program approvals. Chair (Speaker 1) told the board the district had hoped to complete the work earlier in the summer and explained delays during the bidding process: “We had previously hoped to get this done before during summer, and, we went out for bid the 1st time and the bids did not come back,” the chair said during discussion of the contract. The board voted to accept the successful bid and enter the contract with English Plumbing LLC.
Board members also approved a slate of personnel actions for the 2025–26 school year, including one‑year limited contracts and supplemental contracts, additional hours for an employee and extended‑day stipends. The board approved hiring actions for listed individuals and formalized arrangements for TeachTown (an online instructional pilot) and Total Education Solutions (extended‑school‑year speech services). The board approved a motion granting the superintendent 10 transition days.
In financial and governance items the board approved minutes for July 10, the July 2025 financial statements, and authorized the treasurer to establish petty/paid cash funds. The board accepted a $1,250 donation from the Ohio High School Athletic Association and approved a consultant agreement to assist with financial forecasting.
The board approved participation in the federal Community Eligibility Provision for school meals so students will not be charged for breakfast or lunch; adult meal pricing was discussed and set in the board action. “Our students will not have to pay for either breakfast nor lunch,” the chair said when announcing the plan, and the board approved the lunch‑price schedule on a subsequent motion.
Other business approved included the 2025–26 bus routes and authorization for Transportation Director Tim Fox to make route adjustments as needed, approval of student handbooks for the 2025–26 year and a Cambridge field trip for sixth graders Oct. 27–29, 2025 (estimated student cost about $150; transportation under roughly $1,000). The board also accepted the resignation of a food‑service assistant and approved a short litigation settlement not to exceed $2,000 plus court costs.
The board conducted roll‑call votes on the motions listed above and recorded approval for each item during the meeting. The district plans to move forward with the water‑treatment contract and implementation steps for the approved staff and program items.
