Nylon Capital Center developer outlines tenants, grand opening as campus nears completion

Robert Herrera, the project's lead representative, updated the Seaford Mayor and Council on the Nylon Capital Center redevelopment on July 14, saying the 22‑acre campus is largely complete in the back half and that a public grand opening for the Mill building is scheduled for 3:00 p.m. tomorrow at 800 Atlanta Road.

“The complete shell of the [TidalHealth] building is completely done,” Herrera said, while noting some imaging equipment is delayed because of supply‑chain issues. He told council the project has obtained certificates of occupancy for portions of the campus and that landscaping and interior finishes are now moving forward.

The developer outlined early tenants and uses: Brightbloom has occupied a small building adjacent to the rear campus; DelTech received a certificate of occupancy on June 1 and began holding classes; China Wok has signed a lease and begun fit‑out for a location next to Sal's Pizza; and Herrera announced a Be With Me Children's Playzium will occupy roughly 5,000–6,000 square feet. Herrera said the site will include public amenities such as pickleball courts and that many of the final pieces are slated to be completed before the end of the year to meet funding conditions tied to TIF, ARPA and state support.

Gina, the owner of the Be With Me concept, described the business model and programming. “We are a for‑profit business, but we do a lot of nonprofit work,” she said, emphasizing the center is designed for parents to participate with children rather than a drop‑off format and that the facility will host field trips, craft and sensory activities, and a small live animal pet area.

Herrera said Mill coworking memberships will start at $65 per month, with reserved desks and private offices also available; he noted six offices are already leased and that ZIP Code Wilmington will take space there. He repeated the invitation to the public for the grand opening and said several local leaders will be present.

Why it matters: the project adds health care, training, educational programming, office space and retail to Seaford, and staff told council the developer must make substantial progress this year because of the project’s funding timelines.

The council did not take action beyond asking staff and the developer a series of clarifying questions about timelines and tenant fit‑outs. The grand opening for the Mill building is scheduled for 3:00 p.m. tomorrow at 800 Atlanta Road.
