The Lancaster Select Board voted unanimously Jan. 5 to accept a $500,000 Community Development Block Grant from the New Hampshire Community Development Finance Authority to assist Affordable Housing, Education, and Development Inc. (AHEAD) with multi-unit rehabilitation at the McKee Inn, 186 Main Street. The board also approved Donna Lane as the town's CDBG grant administrator and authorized Town Manager Jessica Cyr to sign any paperwork related to the grant.
The grant will fund repairs and replacements to the building's aged heating system, upgrades to the parking lot, and exterior site work including roofing, siding and associated infrastructure. The grant is intended to principally benefit low-to-moderate-income households, as described in 24 CFR 570.483 and HUD guidance referenced during the public hearing. Town Manager Jessica Cyr opened the public hearing and noted there were no public comments before the board voted.
The motion to accept the grant and the motion to appoint Donna Lane were both made by Selectman Leon Rideout and seconded by Selectman Kathy-Jean Lavoie; minutes record the votes as "all in favor." During public comment, Rob Christie asked for confirmation that the CDBG administrator would manage funds for the McKee project, and the board confirmed that she would.
The approval authorizes the town manager to execute grant documents and initiate project administration; the board did not set a public timeline for construction. The selection of Donna Lane was presented as the single qualified proposal the town received in response to its request for proposals.
