Engineer presents 11-lot Northland Drive sketch plan; board notes wetland buffers and bald eagle study

Eric Sowery of Aldus Engineering told the board on July 6 he was presenting on behalf of applicant Webb Ostera and Steve Brown a sketch plan for approximately 220–230 acres off Northland Drive and Little River Road. The plan showed an 11‑lot cluster/conservation layout with about 12 acres of open space and use of existing roads where available.
Sowery noted wetland buffers, a perennial stream and flood‑zone areas on the parcel and said the design places a lot line along the stream to preserve it. He said wetland crossings are longstanding and no filling of the pond, floodplain or wetland is proposed. “The biggest thing we hit was, potential bald eagles, in the area, because we did an IPAC study,” Sowery said, and added the applicant will follow up with IFNW as the project advances.
Board members asked about fire protection; Sowery said the owner has a pond the fire department already uses for training and that the site should provide usable water for much of the year. The board and applicants discussed drainage, roads and existing lot maneuvers that created two currently under‑construction home sites.
The board scheduled a site walk for Aug. 20 at 4:30 p.m. and asked staff and applicants to prepare materials showing how lot layout responds to natural resource constraints. No votes or approvals were taken on the sketch plan at this meeting.
