Vanlue council adopts five-year water-rate ordinance, hires new fiscal officer

The Village of Vanlue council on May 18 adopted Ordinance 2026-03, a five-year water-rate schedule based on a recent rate study; the council said the first increase will appear on bills issued in June. The motion to adopt the ordinance was made by Council member Ashley Riegle and seconded by Council member Ann Burrell; the motion passed unanimously, 6-0.
The council also handled several routine financial and personnel matters. A motion to accept payment of expenses through the date of the meeting was moved by Council member Leon Caudill and seconded by Ann Burrell; that motion passed 4-0 with Council members Jeri Wenger and Ashley Riegle recorded as abstaining due to conflicts of interest. Council approved receipts and the May financial documents by unanimous votes earlier in the meeting.
Fiscal Officer Melinda Boyd submitted a resignation effective Aug. 1, 2026, and recommended promoting Kayla Sierra, currently the water/sewer clerk, to Fiscal Officer. Council approved hiring Kayla Sierra as Fiscal Officer at an annual salary of $15,000 and to retain her water/sewer clerk duties at $20 per hour; the motion by Ann Burrell, seconded by Heather Stapley, passed 6-0. Minutes state the recommended $15,000 annual salary corresponds to $1,250 per month, consistent with the resignation memo.
Council also approved a request from Larry and Janet Fry to cap the meter pit at 128 W. North St. because they do not intend to hook up the barn to water and sewer; the motion, moved by Jeri Wenger and seconded by Bridget Shepherd, passed 6-0. The minutes note that Dave and Terri Ward have been paying rent at the property.
Officials were made aware that Sensus has decided to stop manufacturing the SRII meter; a Core & Main representative advised purchasing replacement parts while they remain available. The council tabled consideration of adding two additional drains by the playground pending further estimates.
