Dr. Espinosa announced the ExxonMobil Foundation gift; the Education Foundation will retain $20,000 of a larger $180,000 award to support a districtwide STEM exploration and family-engagement initiative, while the board accepted the $160,000 designated for the district.
The district’s monthly financial presentation reported a healthy projected general fund balance of $119,500,000 (about a 45% reserve, ~5.4 months of operating expenditures), debt-service fund balance projected at $42,300,000, and a child-nutrition fund balance of $12,500,000. Liana Price summarized capital and bond positions and noted the district is near closeout on its 2019 bond program.
On debt strategy, financial advisers described a refunding proposal to replace higher-rate callable series (including 2014B) with lower-interest debt, reducing rates from roughly 4% to about 3.6% and saving an estimated $7 million; staff said the refunding shortens the debt term by six years and could close on Aug. 13, with documentation finalized around July 24.
In procurement policy, Sheila Cantu explained that state law increased the purchasing threshold from $50,000 to $100,000 last year; trustees voted to align local CH and CV policy with the $100,000 threshold. The motion to set the threshold at $100,000 was made and seconded on the record and carried by voice vote recorded in the meeting audio as 'Seeing five-four and 0 against' (recorded audio indicates 5 yes, 4 no).
The board also approved the order authorizing issuance of GCCISD unlimited-tax refunding bonds, the consent agenda (items 1–12), and several personnel and procurement-related motions.
