Kemper County Utility District approves claims, hears water-line extension and USDA funding delay

The board unanimously approved payment of $960.30 to law firm Glover, Young, Hammack, Walton & Simmons for legal services; $207.16 to Empirical Energy for administrative services; and $5,356.00 to The Commercial Insurance Agency for directors‑and‑officers insurance premiums. Commissioner Tony Luke moved to pay the claims, Commissioner Bill Wilkerson seconded, and the motion passed with all commissioners voting in favor (Luke, McDade, Wilkerson, Alsobrooks).
Terrell Temple of Engineering Plus told the board the design for an increase to the water‑line extension has been completed using leftover grant funds, but the planned route encounters substantial wetland at its terminus. Temple said available funds would cover roughly half the crossing beneath the wetland; the Kemper County Board of Supervisors agreed to obligate additional money so the project can span the full distance. Temple also reported Engineering Plus is working with additional property owners on easements and has held multiple coordination calls with Kinder Morgan about their connection.
Bryce Nester of EMEPA reported that, following communications with the U.S. Department of Agriculture, USDA will not be able to fund the REDLG (Rural Economic Development Loan and Grant) loan and grant this quarter, delaying that source of project financing. Vice‑Chairman Dr. Scott Alsobrooks said the district is seeking more information about audit support and mentioned a potential engagement with Rea, Shaw, Giffin and Stuart; the board expects further information from the firm at a future meeting. Jonathan Wells, Kemper County administrator, provided an update on county projects (details not specified in the minutes).
The meeting opened at 8:00 a.m. at the Kemper County Courthouse Annex in Dekalb and was adjourned by unanimous vote after no old business was presented. The minutes note the board approved these minutes on Dec. 18, 2024.
