Kemper County Utility District board hears expanded water-line update, approves claims and schedules annual meeting

The Kemper County Utility District Board of Commissioners on Dec. 18, 2024, approved routine claims and meeting minutes, set the date and location for its 2025 annual meeting and received an update on a planned water-line project that has increased in scope.
Chairman Susan Morgan called the meeting to order and confirmed a quorum with Commissioners Tony Luke, Bobby McDade and Jonathan Coleman present. The board unanimously approved the meeting agenda and the minutes of the Nov. 20, 2024, meeting.
The board reviewed a checking account balance of $21,041.00 and approved payment of two claims: $990.20 to Glover, Young, Hammack, Walton & Simmons for legal services and $157.16 to Empirical Energy for administrative services. Commissioner Tony Luke moved to pay the claims and Commissioner Bobby McDade seconded; the motion passed unanimously.
Terrell Temple of Engineering Plus reported the most substantive update: he said the water-line construction is scheduled to begin in mid to late January 2025 and that the project length has increased from 3.12 miles to 4.43 miles. "The water line work should begin mid to late January 2025," Temple reported. Temple said a change order is in process and that critical equipment has been ordered and is expected this summer.
Temple described coordination with Kinder Morgan, saying the company had hired a consultant and asked for environmental documentation; Engineering Plus provided Kinder Morgan with the meter station design and requested copies of a TVA environmental assessment to include as references in Kinder Morgan’s report. He said the planned meter station site shifted about 75 feet south along the Moore property fence but that the adjustment should not require additional private property acquisitions beyond those already anticipated.
Most of the pipeline easements are expected to be obtained within existing power-line easements, Temple said, but he noted three locations on Weyerhaeuser-owned property will require purchase because trees will need to be cleared and the land cannot return to timber production. He also said an appraisal for school (16th Section) property is pending. Temple said costs for any required land purchases will be paid by the County.
The board also heard brief remarks from Keith Evans of Rea, Shaw, Giffin & Stuart about accounting and compilation services and from Ike Kiefer of Empirical Energy about posting meeting notices for 2025. The board unanimously designated the Kemper County Courthouse Annex, 230 Main Avenue, DeKalb, MS 39328, as the location for the annual meeting on Jan. 8, 2025 and noted officer elections will occur at the Jan. 15, 2025 regular meeting.
The meeting adjourned by unanimous vote. Minutes were submitted by Kacey Bailey and later approved by the board on Jan. 15, 2025.
