Fraser planning commissioners recommend approval of four Grand Park West Mountain FPDPs, exclude railroad-adjacent parcels

The Fraser Planning Commission on May 27 recommended approval of four Grand Park West Mountain final planned development plans (FPDPs), excluding Planning Areas 7W and 8WA that lie within 200 feet of a railroad right-of-way and therefore require corrected notice.
The motion, moved by Commissioner Brian Cerkvenik and seconded by Commissioner Margaret Bowles, amended the resolution title, removed references to Planning Areas 7W and 8WA, changed the cited acreage to 660.4, and removed Conditions 3, 4 and 5 at the FPDP level while acknowledging staff will continue to work with the applicant on final condition language prior to Board of Trustees consideration. The motion passed 5-1; Commissioner Andy Miller cast the lone Nay.
Staff presentation (Assistant Town Planner Alan Sielaff) summarized key review items: overall unit counts slightly higher than the 2005 PDDP with more detached single-family units, reduced lodging and no commercial space, outstanding referral comments, absence of floodplain mapping for portions of West Mountain, removal of community trash enclosures from the plans, minimal street lighting on local and collector roads, pedestrian connectivity gaps on long blocks, and limited interior trail connections to the Leland Creek Trail.
Applicant representative Clark Lipscomb and land planner Layla Rosales said the mapped landslide area had been pulled into open space and golf course uses, a superior road alignment with the adjacent Johns family allows an 8-foot detached trail to extend to County Road 72, and an uphill connection to the Leland Creek Trail exists via a Forest Service jeep road with a future Leland Creek crossing anticipated through Planning Area 20W. The applicant presented a density transfer table showing overall conformance with the previously approved PDDP and proposed limiting street lighting to about nine locations at major Grand Park Drive intersections.
The applicant reviewed prior dedications completed under the annexation agreement โ including Fraser River Park (57 acres), public parking at the Rendezvous trailhead, a Highway 40 trail easement, Leland Creek Trail improvements, the Cozens Museum site, cemetery dedication, Planning Area 4E, and a Forest Service access easement โ and identified remaining obligations: a 5-acre public use site (Annexation Agreement Section 10.6), a 0.3-acre satellite public works facility on West Mountain (Section 10.7), and a road maintenance equipment study (Section 9.1). Staff proposed removing the FPDP-level conditioning of some annexation obligations and encouraged continued work with the developer before preliminary plat approval.
Commissioners voiced technical concerns, including a discrepancy between the FPDP road grade (8%) and the East Grand Fire Protection District standard (7%), long-term fiscal impacts of large residential subdivisions, and the adequacy of groundwater resources for a golf course. Public comments were made by Frank Johns and Parnell Quinn.
The Planning Commission closed the public hearing on the four non-railroad-adjacent FPDPs and forwarded its recommendation (PC Resolution 2026-05-02) to the Board of Trustees; Planning Areas 7W and 8WA will return after corrected notice.
