The Fraser Board of Trustees on June 3 approved a property-management agreement with Griffis Blessing for the town’s St. Louis Landing housing project and asked staff to prepare a tenant-preference leasing policy for a future meeting.
The Fraser Housing Authority, convened during the trustees meeting, approved FHA Resolution 2026-06-01 with changes that add to section 3.6 of the manager duties an explicit requirement that the manager provide tenant management and all duties outlined in Schedule C (Resident Manager responsibilities). The board also directed edits to Schedule A (Manager’s Compensation). The resolution was moved by Trustee Katie Soles and seconded by Trustee Julie White and carried 7-0.
Board members later returned to the trustees’ agenda and debated tenant-preference and leasing mechanics for St. Louis Landing. Trustee Adam Cwiklin moved, and Trustee Julie White seconded, a direction for staff to draft a tenant-preference policy based on the discussion and present it at a future meeting; that motion carried 7-0.
The meeting record also clarifies the contract’s financial terminology: the term “gross receipts” will be defined as total gross revenue from operation of the property on a monthly accrual basis and explicitly include base rent, parking and pet fees, lease cancellation fees, tenant-rental-insurance premiums provided through the manager’s master policy, utility fees, damage fees and other miscellaneous income, regardless of whether cash had been received as of the statement date.
Town Manager Michael Brack reported that St. Louis Landing bonds and Proposition 123 funding were scheduled to close Friday, June 5, and that Phase work would mobilize for streetscape improvements on Clayton Court the following week.
What happens next: staff will prepare the tenant-preference policy and present it to the board at a future meeting; the management agreement amendments will be incorporated per the FHA resolution.
