Nags Head approves construction awards for workforce housing, multi‑use path and street resurfacing

The Nags Head Board of Commissioners on Dec. 18 approved multiple construction contract notices of award and related budget actions, including a workforce housing construction contract, a multi‑use path resurfacing contract, and street resurfacing work.

Public services staff reported the town received only one responsive bid for the workforce housing project — Todd Coyle Construction — initially priced at $1,490,992.80. After value engineering with the contractor and design team the adjusted contract amount presented to the board was $1,417,992.80. Staff described value engineering savings that reduced site and building costs: switching to non‑traffic‑rated septic tanks (about $5,000 saved), rerouting drainage from a piped system to a swale (about $30,000 saved), moving a hydrant leg that the town can address with its crews (about $23,000 saved), and an alternate second‑floor flooring application (about $15,000 saved).

"We only received a single bid...that was from Todd Coyle Construction," Public Services presenter David said. "The adjusted price that we came up with with the contractor is $1,417,992.80." The board authorized issuance of the notice of award and authorized the town manager to execute the construction contract contingent on town attorney approval.

The board also approved a two‑part budget amendment (Budget Amendment No. 7) to record additional funds and loan proceeds related to Ocean Rescue Housing and approved a reimbursement resolution to permit interim spending before final financing is approved.

Separately, staff recommended and the board approved a notice of award to Eastern Carolina Construction to resurface and extend the South Virginia Dare multi‑use path. Two bids were received; Eastern Carolina's base bid and favorable unit pricing allowed the town to propose adding approximately 1.3 miles of path under available grant funds. The board authorized a notice of award in the amount of $575,000 and allowed the town manager to execute the contract subject to attorney review.

Finally, the board approved a notice of award to Barnhill Contracting for Pond Avenue and South Clark Avenue resurfacing in the amount of $177,678.20 after Barnhill was identified as the apparent low bidder and staff confirmed schedule feasibility for the financing timeline.

All construction awards and budget actions were approved by voice vote; staff noted follow‑up steps include contract execution conditioned on legal review, scheduling with contractors and the January reporting of the second part of the budget amendment to account for contingencies and furnishings.

Next steps: town attorney review and contract execution; project schedules indicate workforce housing substantial completion targeted after contract execution (schedule to be managed by public services).
