Planning commission recommends floodplain regulation text amendment to maintain FEMA program standing

The City of Newport News Planning Commission recommended that City Council adopt a zoning text amendment, ZT2026-TAC0001, to update the city’s floodplain development regulations and maintain compliance with the Federal Emergency Management Agency’s National Flood Insurance Program (NFIP) and the Community Rating System (CRS).
Nioka Hall, who presented the amendment, said the proposal clarifies definitions, application procedures and documentation requirements while establishing higher development standards to reduce flood risk. “The proposed changes clarify definitions, application procedures, and documentation requirements, making the regulations easier for applicants, design professionals, and city staff to understand and administer,” Hall said.
Hall explained that adoption would help preserve Newport News’ current CRS class-6 rating, which provides eligible NFIP policyholders a 20% discount on flood insurance premiums. With no public speakers, the commission closed the public hearing, moved to recommend approval and recorded a unanimous motion (5–0). The case is scheduled for City Council consideration on Aug. 11, 2026.
The commission’s recommendation advances text changes aimed at aligning local code with federal program requirements and current engineering practice; staff told commissioners further technical review and administrative steps will follow at the council level.
