Council approves routine payments, construction awards and several event fee waivers
Summary
The council approved payments for public-works contracts, awarded the Mill Street outfall replacement to Kinsey Construction Environmental, approved final payment applications and waived fees for community events including a career fair and pop-up fundraisers.
At its July 14 meeting, Columbia Borough Council approved a package of routine items, including payment applications and event fee waivers.
Council approved payment application No. 1 for work on the 100–200 block of Waller Street and approved payment applications for CDBG projects on Union Street and Green Street; a councilmember noted the Green Street payment amount as $68,001.75 and said much of the concrete work is already complete. The borough also approved payment No. 2 to Delaware Environmental Construction Services in the amount of $56,000 as the contractor’s final payment application.
Council accepted change-order No. 4 (final) for McGinnis remediation after discussion; staff noted the final change order was for negative $380,000, meaning the final cost came in below earlier estimates. Members also approved awarding the Mill Street outfall replacement to Kinsey Construction Environmental and set a project completion expectation by the end of September.
On community events, council approved waiving a $575 fee for Create Columbia/CEBC CareerLink to host a job fair at the Market House, and approved waiving a $35 fee for CCAT and for Saint Paul Episcopal Church to hold pop-up fundraising events at the Market House on dates clarified during the meeting.
The council also approved Resolution 2026-17 to add Daniel Culp to the Parks and Recreation Advisory Board for a four-year term; the appointee was not present.
