Stockton council OKs shared services for tax assessor, hires public works advisor at $55/hour

Stockton Borough Council on May 18 authorized several personnel and shared-services moves intended to shore up administrative and public works support.
The council approved Resolution 2026-61 to enter an interlocal shared services agreement with the Township of Delaware under the Uniform Shared Services and Consolidation Act (N.J.S.A. §40A:65-1 et seq.). The agreement provides Delaware Township’s Tax Assessor to serve Stockton effective June 1, 2026, through May 31, 2028. Council discussion highlighted the assessor’s experience; the motion passed by roll call (Brander, Brown, Fisher, Gilinger).
Council also adopted Resolution 2026-62 to hire Robert Ent to provide as-needed, as-directed services related to public works and the water and sewer systems. The resolution names Ent as “Public Works Assistant Advisor” at a pay rate of $55.00 per hour. Council members noted Ent’s long history with the borough and retained him for advisory support rather than as the primary operations contact.
Other personnel and operational notes: Council approved routine administrative resolutions (including authorizing the budget to be read by title) and discussed bringing on a shared Lambertville zoning officer. The personnel votes described in the meeting were unanimous (4–0) with Mayor and two council members absent or excused from the roll call.
What happens next: The shared-services agreement will take effect upon adoption of appropriate resolutions and execution by all parties; the borough will coordinate the Tax Assessor services timeline and Ent’s advisory onboarding.
