Kittery Conservation Commission approves Rogers Park Plan, raises questions about tree removals

Lois Marshall, a Kittery Conservation Commission member, moved Feb. 5 to approve the Rogers Park Plan and its cover letter; Joann Kern seconded and the motion passed with "all in favor." The vote closed the commission’s review of small edits that included updated volunteer-provided maps and a wording correction in Section 6 about zoning.

Commissioners immediately turned to concerns about tree removals in conservation areas of Rogers Park. Nanci Lovett said she had discovered some trees were removed because they posed observed safety hazards, but she said it remains unclear why additional trees along the northern boundary with private property were taken down. Several members noted that, in conservation areas, downed trees are typically left in place to provide habitat.

The body also reviewed a draft Town Forest Management Plan. Lois Marshall submitted a paragraph describing the Town Farm Forest’s history, and Donald Moore said he is reviewing and adding natural-resources information. The commission concluded that dog-waste-bag dispensers are needed at both the Town Farm and Rogers Park. According to remarks reported by the commission, Nanci Lovett said she spoke with DPW staff, who recommended that the commission purchase a dispenser and bags and that DPW would install the dispenser.

Commissioners listed several follow-up items: clarifying buffer and zoning language (with a target of the second quarter of 2026, after forest plans are completed); coordinating volunteer trail and bridge maintenance with guidance from the Kittery Land Trust; pursuing Traip senior students for community-service assistance; and scheduling boat-ramp coordination at Rogers Park (timing to be determined).
