Kittery conservation panel to draft feedback on Dennet Road rezoning over watershed and wetland concerns

The item was introduced during public time with commissioners noting an information packet posted that week and referencing the 2025 Spruce Creek Watershed Management Plan when discussing stormwater treatment options. Commissioners described questions they want framed for the Planning Board about runoff, treatment approaches and the effect of buffer changes on adjacent wetlands.

Commission member Lois Marshall emphasized historical context for nearby resources, while members collectively raised technical questions about stormwater mitigation alternatives and open-space options. The commission agreed to prepare a concise memo to the Planning Board that outlines those questions and concerns so planners can respond in the next review cycle.

MaryAlice LaPoint, a member of the Kittery Conservation Commission, was assigned to prepare the first draft of the feedback memo; the minutes record that the group reached consensus to move forward with the memo rather than taking a formal vote on a motion for wording. Earlier in the meeting, the commission accepted minutes from Feb. 19, 2026, on a motion by Donald Moore, a commission member, seconded by Nanci Lovett, a commission member. Joann Kern moved to adjourn at the close of the agenda; Nanci Lovett seconded and the motion was approved.

The commission did not set a public deadline for the memo in the minutes; members indicated the memo will be used to frame questions for the Planning Board in upcoming reviews.
