Council tables Shiny Shell bond-release as members seek water-use data

Planning staff said the car wash had at times used as much as about 1.5 million gallons in a quarter and had since reduced usage in recent quarters; staff said adjustments to the water allocation were made and the town had received additional revenue when usage exceeded earlier estimates. Council members expressed concern about setting a precedent if allocations are routinely exceeded and asked whether portions of a bond release could be withheld pending compliance.
Council president moved to table the item and requested that planning provide hard numbers for the last two years (peak and low months) and that the town attorney provide confidential legal advice on withholding portions of a bond release. The motion to table was seconded and carried by voice vote; the item will return to the August meeting with requested documentation.
No final bond-release decision was made at the July meeting.
