Council reapproves rezoning standards ordinance 20-26-2 over mayoral veto

Council members debated whether the ordinance should apply only during the master-plan process or to all rezoning requests, whether it imposes undue cost on small landowners, and what triggers a full staff report. Council member Barry (speaker 2) highlighted concerns about where the ordinance applies and whether it —triggers— when the planning commission or a property owner initiates a rezoning.
Town attorney Tom McCarron advised on legal context and said the ordinance's whereas statements and section language were relevant to adjudicating intent in the event of litigation. Supporters including Council secretary Evans and Council member Kelly said the ordinance brings needed transparency and consistent documentation: "Rezoning decisions have a lasting impact on our town. Those decisions should be made in a way that's clear, consistent and easy for residents to understand," said Heather Wallace during public comment in support of the ordinance (Heather Wallace).
After discussion the council conducted a roll-call revote to override the mayor's disapproval. The recorded vote was: Council member DeMoter — yes; Council member Munder — no; Council secretary Evans — yes; Council member Kelly — yes; Council president (speaker 1) — yes. The motion to reapprove carried 4–1, and the ordinance will be implemented by planning staff under the town's procedures.
Council members directed staff to adopt the staff-reporting templates and to return with implementation steps; a follow-up is expected in the coming month.
