HPAB approves paint and fence COAs for two Old Town properties

At its Sept. 19 meeting the Rockwall Historic Preservation Advisory Board approved two routine certificates of appropriateness.
The board approved H2024‑014 for 602 E. Rusk, a medium contributing property, allowing the painting of previously unpainted brick and replacement of shutters with like‑for‑like wood shutters. The applicant, Joe Wimpey, explained the intent was a simple white paint with gray/black trim and rustic cedar shutters to match the neighborhood; a member of the public, Jay Odom, spoke in support and said the applicant intended to follow procedures. The chair announced the vote passed unanimously, with two members absent.
The board also approved H2024‑020 for 311 S. Fannin, a low contributing property, allowing a straight replacement of an existing 8‑foot wood fence. Applicant Michael Caffey told the board the new cedar fence would match the existing gate and material and comply with city code; staff reported one mailed notice in favor was returned. A motion to approve carried.
Both approvals were recorded as routine COAs subject to standard permit and building‑code processes.
