Resident urges Rockwall to enforce pond maintenance in Stone Creek neighborhood

At open forum a Stone Creek resident asked the Rockwall City Council to review a code complaint about multiple neighborhood ponds, saying weeds, silt and standing water had degraded the retention/detention system and harmed property values.
The resident said he filed a complaint in August and provided photos showing heavy weed growth, clogged inlets and siltation in Nautilus and Goliad ponds. He described ongoing mosquito spraying by neighbors, a pond filling with silt to the point ducks can walk on it and a detention pond that no longer drains properly. He told council the HOA (or owner representatives) had not adequately maintained the system and that homeowners had paid thousands for repairs; he said reserve funds are available and asked the city to compel maintenance if covenants and codes allow.
The resident asked the council to review the complaint and consider enforcement. Mayor Pro Tem Joroff thanked the resident for raising the issue and said staff had met with owner representatives; staff response in the meeting noted inlet areas should not have standing water and inlets should be flowing.
