The Rockwall Historic Preservation Advisory Board approved a certificate of appropriateness for a new single‑family home at 403 East Kaufman Street, subject to conditions that materials conform to the district guidelines and that a concrete ribbon drive be installed.
Staff told the board the lot was redesignated from medium contributing to non‑contributing after demolition of prior structures and that the applicant had received a building permit to clear the lot. The proposed 2,273‑square‑foot, two‑story house in a craftsman style will be set back to preserve trees; staff said the design generally conforms to district requirements but the board must make a discretionary design decision.
Applicant Carol Bird said the plan preserves the large pecan tree on the lot and removes a declining hackberry. "We're saving the big pecan tree," she told the board, and said the team would clean up bamboo and provide a privacy gate between the property and Laughlin Park. Board members and staff clarified setbacks and noted that a separate COA will be required for a storage building because elevations were not provided tonight.
Committee member (Speaker 4) moved to approve the COA as presented, including the concrete ribbon drive; the motion was seconded and the board accepted an amendment to ensure all materials meet historic guidelines before issuing permits. The motion passed.
Staff said 17 notices were mailed to nearby property owners and no responses were received. The board’s approval allows the applicant to proceed with the building permit process, subject to the material and ribbon‑drive conditions.
