The Rockwall City Council voted to remand zoning case Z2024‑035 to the Planning & Zoning Commission for further review after staff said the applicant submitted substantive revisions following the council’s work session.
City planning staff (Miller) told the council the applicant, represented by William S. Dahlgren of Jackson Walk LLP on behalf of James J. Molino and Rockwall I‑30 Partners, revised the concept plan to change lot mix (increasing townhomes, decreasing condominiums), adjust open space, add amenities and better define an eastern entry portal. Because those changes were not part of the record presented to Planning & Zoning, staff advised that the case must be remanded so P&Z can consider the revised materials.
Councilmember Thomas moved to remand the case to the Planning & Zoning Commission for review at a September 24 P&Z meeting; Councilmember Lewis seconded. Council carried the motion by the vote recorded at the meeting.
Staff said the rezoning request would change a 67.475‑acre tract generally at the northwest corner of Stachel Road and the I‑30 frontage road from Commercial (C) District to a planned development district for commercial land use; staff emphasized that material zoning‑related changes must be considered first by P&Z before the council addresses the merits of a rezoning.
The remand delays any action by the council on zoning or entitlements pending the commission’s additional review.
