Council members asked whether the approval would allow immediate site cleanups; staff said cleanup could begin only after the developer signs both agreements and the subgrant terms are executed because the grant funding is tied to those documents. The council voted to approve Resolution 2026-24, with staff directing final numeric adjustments if necessary.
