Supporters said they valued Mims’s experience for the budget hearings. The chair said bringing Mims back on a temporary basis would help during a busy budget cycle and suggested an interim arrangement might be appropriate, but acknowledged HR rules and retiree pay caps would constrain options. County staff and the human resources representative explained that retirees returning may be rehired temporarily under management procedures or offered a contract and that the appointing authority has discretion over salary up to retirement‑system limits.
Commissioners who preferred a contract said the item needed additional HR input and clearer wording before any vote. The commission did not take final action and instead directed staff to revise contract language and return the matter to a future agenda with HR involvement.
