The Zoning Commission approved a rezoning at 146 West Hildebrand Avenue from C2 to C3 with a Non-Alcoholic (NA) limitation after initial discussion and a failed motion to continue the hearing.
Zomoni, a senior planner, said staff found the proposed C3 district could permit higher-intensity uses (nightclubs, auto repair) that might create adverse impacts for residents directly south of the property and therefore recommended denial. Applicant Arman Marafsa said he seeks a showroom for vintage motorcycles and had no intent to host alcohol sales or high-intensity late-night uses.
Commissioners debated whether to continue the item to a later meeting; the motion for continuance initially failed and was then reconsidered. Chair Bustamante and others ultimately moved to approve the rezoning with an NA restriction to mitigate potential future impacts. Marafsa indicated he would accept the NA limitation as long as he could still sell motorcycles.
The commission advised the applicant to coordinate with the council office before City Council review. The case will proceed to City Council for final action with the NA condition noted in the record.
