Commission backs C2P NA zoning to let Colonial Tortilla expand, after neighborhood deed-restriction pledge

The Zoning Commission on Dec. 2 recommended rezoning 725 Montezuma Street from R4 to C2P NA to allow expansion of the Colonial Tortilla Company's operations and related food-service activity, following neighborhood engagement and a deed-restriction pledge.
Forrest Wilson, principal planner, explained staff preferred an alternate C1 designation to limit building size and future uses, but said C2P NA could be considered where neighborhood support and context justify it. Applicant Raymond Escamilla, who identified himself as a third-generation tortilla maker, said the family seeks to expand its existing Guadalupe Street location and connect to a new building on Montezuma.
Leticia Sanchez, co-chair of the Historic Westside Residents Association, told commissioners the association supports the rezoning for this legacy business provided the owner submits a deed restriction limiting future undesirable uses on the property. "Our association has been working with the property owner… We do support this request because the Colonial Tortilla Company is a legacy business," Sanchez said.
Commissioners discussed setbacks, replatting and the neighborhood pledge; several members said the neighborhood support and promised deed restriction made C2P NA appropriate and approved the request. The item will next appear on the Planning Commission and City Council calendars.
