Governance Committee refers data‑center response and policy CCR to planning committee amid energy and water concerns

The Governance Committee on Dec. 11 referred a Councilman Rick Galvan‑sponsored CCR on data‑center response planning and policy to the Planning and Community Development Committee, after staff said the item requires research into the city’s scope to regulate data centers, utility impacts (water and electricity), potential Unified Development Code amendments and stakeholder engagement with SAWS and CPS Energy.

Why it matters: Public speakers, climate and community advocates flagged the high water and energy demands of data centers and demanded transparent rules and oversight; staff and councilmembers pressed for coordinated briefings with SAWS and CPS Energy because of potential rate and infrastructure impacts. The committee discussed where data centers are appropriately sited, job creation during construction versus long‑term operation, and whether incentives are appropriate given utility costs.

Staff presentation and council discussion: Development Services staff outlined next steps to identify applicable local and state regulations, research utility consumption and explore code amendments. Councilmembers asked for quick but thorough review, cross‑committee consideration (PCDC, EWDC, community health), and briefings from municipal utilities and CPS on current and projected loads and water use. Councilman Rick Galvan said the CCR was prompted by resident concerns in District 6 where data centers are concentrated.

Next steps: The committee approved referral to PCDC for code and siting review and asked staff to coordinate utility briefings early next year; staff also recommended a B‑session to brief the full council on the local state of data centers, utility impacts and potential policy responses.
