Sponsor and public support: Sponsor Councilwoman Terry Castillo described the CCR as a humane necessity to break cycles of incarceration for people with behavioral health needs and reported letters of support from Sheriff Salazar and a county commissioner. Alexander Testa, a public‑health researcher who earlier testified about diversion benefits, was cited as a resource.
Next steps: The committee approved referral to the Public Safety Committee and staff indicated the option to bring the topic to a full‑council B‑session to review partners, potential bond or other funding sources, and a recommended timetable.
