At its July 1 meeting the Granite Falls City Council conducted a staff-led review of potential amendments to Granite Falls Municipal Code Chapter 2.08, which governs City Council procedures.
The council reviewed a matrix of options and discussed a range of procedural changes. Topics included encouraging public comment even when an agenda item is labeled "discussion only," adding or clarifying oral and written public comment time limits, removing or revising the use of the word "action" in the code, and the placement of the City Manager’s report in the agenda sequence.
Councilors and staff also addressed quorum and voting mechanics: whether the presiding officer should announce votes, using roll-call votes when votes are not unanimous, permitting hand-raise voting for two-way telephonic participation, and whether remote attendance should count toward quorum. Meeting logistics under discussion included start times, hearing locations, lectern placement, and mayor pro tem language and compensation.
Throughout the review staff and the city attorney identified sections for editorial cleanup. The record shows multiple options (labeled A–E in the staff matrix) and a recurring instruction that the City Attorney and City Manager would "clean up language" and return a revised draft for further consideration. Council did not adopt any ordinance or code amendment at this meeting.
