Franklin County commissioners approve GIS contract, vehicle swap and youth football donation

Franklin County commissioners on Tuesday approved a slate of routine motions that included a GIS services agreement, a vehicle transfer to the fair board, and an annual donation to a youth football program.
The board approved a GIS service proposal introduced as coming from Oxford Mountain Analytics and referenced to 'Mr. Sam.' Commissioners asked for a typographical correction to the contract dates so the agreement will run from Sept. 15, 2026, through Sept. 15, 2027, and approved the agreement on a motion and second by voice vote. County staff said the proposer intends to continue providing mapping support with a modest 3% price increase.
Commissioners also voted to surplus-donate an underused Chevrolet pickup to the fair board and authorized the assessor's office to purchase a used Dodge Durango (model years 2020–2022, under roughly 60,000 miles) as a replacement; staff said reserves exist to fund the purchase and that vehicles considered were expected to cost under $30,000. A motion to donate the truck and approve the replacement carried on a voice vote.
The board approved the customary donation of $3,500 to Preston East youth football to help purchase equipment and repairs; commissioners discussed declining participation at lower age groups and reiterated support for the community program.
Other business approved by the board included signing state contract HC9584 (a $3,500 public-health award with reporting requirements), a computer-parts procurement agreement with minor price and contract-language updates, and multiple minor land-division and subdivision approvals. All motions on these items passed on voice votes recorded as "Aye." The board also approved two tax-exemption correction motions (separate action described in a different article).
The board scheduled follow-up work on several items, and adjourned regular business before moving into an executive session on land acquisition.
