Board approves workers'‑comp payment, land‑use agreements, adopts mission statement and appoints sewer authority member

The East Manchester Township Board of Supervisors approved several administrative items during its July 14 meeting, including a payment allocation, a package of land‑use agreements and a board appointment.

Chair explained the 2026–27 workers'‑compensation insurance audit for Union Fire Company: Manchester Borough fronts the payment and the township's cost allocation is 43% of the total due, $11,209.29. Christy (township manager) explained the allocation before a supervisor moved to approve the payment; the motion was seconded and carried.

Township attorney Andy Miller reported on multiple agenda agreements tied to Regional Way and Canal Road — first amendments to Canal Road betterment and escrow agreements, a first amendment to a tri‑party agreement for Regional Way, deeds of dedication for future PennDOT right of way and temporary construction easements. The chair moved to approve the package conditionally; the board seconded and the motion passed.

The board also unanimously adopted Resolution 2026‑9, a mission statement that the chair read into the record: "East Manchester Township provides our residents, businesses, and property owners with transparent, lawful, and fiscally responsible governance," and described protecting public safety, maintaining infrastructure and preserving community character as core goals.

Christie asked the board to appoint Jim Colbert to the Northeastern York County Sewer Authority Board to serve the term expiring December 31, 2027; the board moved, seconded and approved the appointment.
