Stamping Ground commission appoints ethics board member, adopts meeting schedule and advances public-safety steps

STAMPING GROUND, Ky. — The Stamping Ground city commission on Feb. 4 appointed an Ethics Board member, adopted an ordinance fixing its regular meeting dates and approved a police grant resolution while discussing park plans and an emergency notification service.

Stephanie Kidwell nominated Janna Sedgwick to the three‑year Ethics Board term; Commissioner Cody Meadows moved to accept the nomination and Commissioner Ken Koger seconded. The commission voted to approve Sedgwick’s appointment.

The commission also gave final approval to Ordinance 2025‑001, which sets the commission’s regular meetings: a first meeting on the second Thursday of every month and a second meeting on the fourth Tuesday. Attorney Joe Hoffman read the ordinance at its second reading before the commission voted to adopt it.

In another administrative matter, Assistant Police Chief John Giles asked the commission to approve a resolution to pursue a grant for departmental ammunition. Attorney Joe Hoffman read the resolution and Commissioner Jennifer Jones moved to accept it; Commissioner Koger seconded and the motion passed.

Commissioners discussed Reach Alert, a subscription emergency-notification service presented by Ken Weber. Weber said the service would cost about $2.50 per household — roughly $660 annually at current enrollment estimates — and that the city would incur no cost for the service until July 2025. He told commissioners Reach Alert has limits on reply functions and that he would send a contract for the city attorney to review. The commission directed follow-up rather than taking immediate procurement action.

Public Works/Parks Commissioner Ken Koger described a proposed Buffalo Square Park plan. He said Georgetown Parks and Recreation supports the project and offered assistance; a contractor estimated about $16,000 to install a pavilion, while playground equipment would cost about $300,000, for which a grant could cover roughly half if the city secures matching funds. Koger said Scott County could provide engineering work but that county ownership would shift responsibility for upkeep.

The commission approved several routine items, including a request for the Ethics Commission to obtain a dedicated P.O. Box at $64 per year and the Jan. 21, 2025 meeting minutes. Mayor Pro Tem Dale Perry said he will contact the Kentucky League of Cities about available ethics training and recommended budgeting for it.

The meeting adjourned at 8:10 p.m. The commission’s next meeting is scheduled for Feb. 25.
