North Logan council adopts interim FY2027 budget that includes proposed property tax increase

The North Logan City Council on June 17 voted unanimously to adopt Resolution 26-12, approving an interim fiscal year 2027 budget that includes a proposed property tax rate increase above the certified tax rate.
Scott Bennett, presenting the Budget Officer statement, told the council the proposed increase is expected to produce an additional $139,615 in ad valorem revenue, an overall increase of approximately 8.2 percent above the certified rate. Bennett said the Property Tax Impact Schedule uses Cache County Auditor estimates for average home value and commercial valuations and therefore shows estimated taxpayer impacts.
Under the Impact Schedule presented to the council, an average residence with an estimated average home value of $658,538 would see an annual increase of about $30.40: roughly $20.40 for general operations and $10.00 for library operations. Bennett said an example business property with an estimated value of $2,544,465 would see an estimated annual increase of about $213.65 ($143.35 general operations; $70.30 library).
Council members discussed and accepted staff's explanation that the Truth-in-Taxation advertisement and the Impact Schedule will differ slightly because of differing values and calculation methods. Bennett noted a public Truth-in-Taxation hearing is scheduled for Aug. 5, 2026 at 6:35 p.m.; a prior public budget hearing that included a certified-rate increase was held on June 3, 2026.
Allocation highlights identified in the Impact Schedule include $32,318 toward police department salary increases for retention, $61,494 toward the fire department contract rate increase, and $45,803 for library operations to support utilities and community-center programming at the remodeled facility.
On the motion to adopt Resolution 26-12, Councilman Mark Hancey moved and Councilman Larry Hepworth seconded. The motion passed unanimously, with Mayor Pro-Tem Emily Schmidt, Hancey and Hepworth voting in favor.
The council previously approved Resolution 26-11 on June 3, 2026, which similarly addressed the ad valorem increase above the certified tax rate; Resolution 26-12 adopts the interim FY2027 budget incorporating that increase. The council did not amend the numerical totals presented by staff; it adopted the interim budget as presented. The Truth-in-Taxation schedule and a formal public hearing on the tentative rate remain the next procedural steps.
