At its Feb. 9 meeting Stockton Borough Council approved several routine but consequential administrative actions.
Appointment and salaries: Council adopted Resolution 2026‑32 appointing Kim Franklin, a Stockton resident, as Office Manager at a stated salary of $7,280 for four hours per week; Councilmember Brown said Franklin will help meet increasing administrative requirements. Council also approved Resolution 2026‑33 amending the borough’s salary resolution, which lists compensation schedules for officers and employees.
Procurement and cooperative purchasing: By Resolution 2026‑34, the borough authorized membership in the Morris County Cooperative Pricing Council (MCCPC) for Oct. 1, 2021 through Sept. 30, 2026 to access cooperative bidding and potential cost savings on goods and services, including an indicated plan to purchase water meters through the co‑op for in‑house installation.
Budget transfers and payments: Council adopted Resolution 2026‑35 to authorize transfers of unexpended 2025 balances (for example, $400 from Engineering to Affordable Housing) and approved Resolution 2026‑31 authorizing payment of municipal obligations totaling $431,031. Council discussion included a question from Councilmember Brown about an Edmunds invoice described as an upgrade to the borough’s financial processing system; Mayor Lipsen said the upgrade relates to finance department needs.
