Broken Bow council approves routine business: TIF report, library policy, event closures and appointments

The Broken Bow City Council handled a variety of routine administrative items at its April 22 meeting, approving the 2024 TIF Annual Report, endorsing an updated Broken Bow Public Library Collection Development Policy, granting temporary street and parking closures for summer events and reappointing a member to the library board.
City Clerk Jennifer Waterhouse explained the Tax Increment Financing Annual Report — required to be sent to any taxing body potentially affected by TIF projects by May 1, 2025 — and the council voted to approve the report. Library Director Megan Svoboda described updates to the library collection policy designed to create a clear process for addressing challenged materials; City Attorney Jason White reviewed and endorsed that approach. City Administrator David Schmidt said the policy seeks to distinguish content that is "truly inappropriate" from material some residents merely dislike, while preserving First Amendment protections.
The council approved temporary street closures for the Custer County Historical Society Car Show (July 12, 2025) and a later concert and beer garden during Crazy Days and Broken Bow Alumni weekend, and approved closing five parking spaces outside Brunning Bank for a June 6 anniversary lunch. Councilmember Paul Holland moved to reappoint Kristine Moninger to the Broken Bow Library Board for a term ending February 2029; the motion carried. Moved by Kleeb and seconded by Wamsley, the council also approved two resolutions authorizing the City Administrator to close two Nebraska State Bank accounts.
During public comments, Stephanie Grafel, executive director of the Broken Bow Chamber of Commerce, updated the council on recent chamber events, upcoming ribbon cuttings and the newly updated visitor guides and thanked the council for approving the street closure during Crazy Days. The council recessed briefly and later voted to enter a closed session to discuss pending litigation; they exited closed session and adjourned at 7:02 p.m.
The meeting record lists bills and payroll totaling a grand total of $194,750.50 for this period.
