First reading held for Stamping Ground snow-emergency ordinance that allows municipal-order changes to personnel policies

At its March 13 meeting the Stamping Ground City Commission held the first reading of Ordinance 2025-002, which the city attorney said would allow the commission to modify Fire Department and general personnel policies through municipal orders.
Attorney Joe Hoffman read the ordinance’s first reading and explained the intended wording change. Commissioner Cody Meadows asked if another commissioner could assist him in revising the city’s Snow Emergency Plan because Mayor Bill Swartz — who had been assisting previously — was listed as not present in the minutes. Pro Tem Dale Perry agreed to assist Meadows with the plan.
The first reading does not enact the ordinance; it places proposed language before the commission for further consideration and revision. The commission scheduled additional workshops and meetings to address budget and operational items, where staff and commissioners may return with recommended edits before subsequent readings of the ordinance.
