CPA reports General Fund, police and economic development over budget; city clarifies drug drop-box rules

The City of Stamping Ground’s contracted CPA, Melissa Bayer, presented a budget review at the March 25 meeting, reporting that the General Fund, Police Department and Economic Development accounts were over budget as of March 25, 2025.
Bayer provided handouts and walked commissioners through each account category, recommending the city prioritize fixed assets in next year’s budget and consider citywide needs rather than only department-level spending. She also identified several items for closer attention, including donations (501(c)(3)), asset recording, credit card charges and potential changes to business licensing fees.
During discussion of operations and the prescription drug drop box, Police Chief Don Whitlock clarified an operational limit: “we cannot accept any liquids or sharpies (needles and sharp objects) in the drop box,” specifying that the drop box cannot be used for liquids or sharps. Commissioners and staff also discussed potential upcoming costs such as PD MDT laptops and mowing contracts.
Bayer recommended collaborative review between departments to identify cost-saving measures and to prioritize recording and budgeting of fixed assets before discretionary spending.
The commission took no formal fiscal action beyond discussion at the meeting; Bayer’s materials will inform next steps in budget planning for the coming fiscal year.
