Cortland board reviews water and sewer rate study; clerk asked to post proposed increases

At the Aug. 14 Village of Cortland meeting, the board reviewed a July water and sewer rate study conducted by the Nebraska Rural Water Association. The consultant, Randy Hellbusch, assessed three years of revenues and expenses and presented two options for raising rates to improve system sustainability.
Board members discussed the recommendations and asked the clerk to post the proposed rate increases before the September meeting so residents can review them in advance. Attorney Jena was asked to prepare an ordinance implementing a proposed new base rate of $43.50 per month plus $2.75 per 1,000 gallons; the clerk was instructed to include the ordinance on the September agenda for formal consideration and readings.
Clerk Donelle Moormeier also noted that garbage rates increased in July (the first increase in four years) and was asked to publish a newsletter explaining both the water-rate study and the garbage-cost changes so residents understand the drivers of potential higher monthly bills.
No final vote on rates occurred on Aug. 14; the items will return to the board in September with draft ordinance language and notices for public review.
