Shelton board reorganizes, elects William C. Roe chair and names committees and boards

At its Dec. 11 reorganization meeting, the Village of Shelton Board of Trustees elected William C. Roe as chair, Cliff Keslar as vice-chair, appointed village officers and committee assignments, declared several vacancies and approved routine administrative items including designation of legal notices and depositories.
The Village of Shelton Board of Trustees on Dec. 11, 2025, elected William C. Roe as chairman and Cliff Keslar as vice-chairman during the board’s annual reorganization meeting at the Shelton Municipal Building.
Trustee Rabbe nominated William C. Roe to serve as chairman pro tempore and later nominated him for the permanent chair position; the board approved Roe by a vote recorded as Ayes — Oberg, Rabbe, Jensen and Keslar, with Roe abstaining. Chairman Roe nominated Cliff Keslar for vice-chair, and the board approved Keslar by a similar roll call.
Roe moved to appoint the village’s administrative and operational officers. The board approved appointments naming Bonnie Doremus as Village Administrative Clerk (Clerk/Treasurer), Ryan Clark as Police Chief, Brett Gillming as Utilities Superintendent, Reed Miller as City Street Superintendent, James Truell of Truell, Murray & Associates as Village Attorney, Miller & Associates as Village Engineer, and Fire Chief Jon Heminger as Emergency Management Director. The Administrative Zoning Officer position was recorded as “not specified.”
The board also approved standing committee assignments: Police Commissioner — Chairman Roe; Street & Alley Committee — Trustees Rabbe and Keslar; Water & Sewer Committee — Trustees Jensen and Oberg; Board of Health — Chairman Roe, Trustee Keslar and Chief Ryan Clark; and Pool & Park Committee — Trustees Rabbe and Oberg.
Chairman Roe declared one vacancy on the Planning Commission and three vacancies on the Tree Board and directed Assistant Clerk Lisa Smith to publish notice of the openings.
As part of routine housekeeping the board designated the Shelton Clipper as the village’s legal newspaper and named Cornerstone Bank, NPAIT (Nebraska Public Agency Investment Trust) and Union Bank and Trust (dba NFIT) as village depositories. The consent agenda, including approval of the Nov. 13, 2025 minutes and the financial report, was approved, and the board voted to pay the presented claims before adjourning at 7:25 P.M.
The actions formalize leadership and administrative assignments that will guide village operations and committee work in the coming year.
