Salem Township supervisors accept BCO resignation, hire Merle Musick and adopt resolution to retain third‑party inspection agency

Supervisor Kerry Jobe called the meeting to order at 9:00 a.m. and, after brief opening remarks and housekeeping announcements, the board moved through three formal personnel and policy actions recorded in the minutes.
Supervisor Bob Zundel moved and Supervisor Todd Paulich seconded a motion to accept the resignation of Dave Jobe of Jobe Inspection Services, LLC as Salem Township Building Code Official. The minutes state Jobe submitted a Termination of Agreement letter dated Jan. 26, 2026. Supervisors Kerry Jobe, Bob Zundel and Todd Paulich voted in favor; the motion passed unanimously.
The board then voted unanimously to hire Merle Musick at American Building Inspection Services, Inc. as Salem Township Building Code Official to fill the vacancy. Supervisor Kerry Jobe told the board the fee arrangement with American Building Inspection Services will follow an 80/20 split, with Salem receiving 20 percent of building permit fees and American retaining 80 percent. The minutes note Merle Musick is a full‑time BCO with Unity Township, provides services in Derry, Scottdale and Cook Township, and will be taking on Loyalhanna.
Later in the meeting, the board approved Resolution No. 10‑2026, described in the minutes as "A RESOLUTION OF THE TOWNSHIP OF SALEM, WESTMORELAND COUNTY, PENNSYLVANIA, RETAINING A THIRD‑PARTY INSPECTION AGENCY FOR PURPOSES OF ISSUING PERMITS, CONDUCTING PLAN REVIEWS AND INSPECTIONS AND ENGAGING IN THE ADMINISTRATION AND ENFORCEMENT OF SALEM TOWNSHIP ORDINANCE NO. 05‑2004, AND ESTABLISHING PERMITTING AND INSPECTION FEES THEREFORE." The motion to adopt the resolution was carried unanimously by the three supervisors.
Before adjourning, the board set upcoming meeting dates: a special meeting on March 5, 2026 at 9:00 a.m., a special meeting on March 17 at 10:00 a.m., and the regular meeting on March 18, 2026 at 7:00 p.m., all at the Salem Township Municipal Building. The minutes record discussion to add consideration of purchasing an Emergency Management Vehicle to the March 5 agenda. The meeting adjourned at 9:24 a.m.; minutes were respectfully submitted by Secretary Otto.
