Staff had presented the five‑lot plan and recommended approval; the applicant, Allison Corolla of T Square Engineering, said the applicant had hosted a neighborhood meeting and sent mailers but staff acknowledged the city had not completed the notice mailings required by the development code. Commissioners noted that the new code added requirements — mailed notices, posted signs and published notices for certain site development plans — beyond prior practice.
Commissioners amended the resolution to require either construction of sidewalks along Sweet Briar Lane or payment into the city sidewalk fund, and to add a bike rack as a condition. Because staff had not performed the city’s notice mailing, commissioners voted 9-0-0 to defer PC 25-26 for 30 days so staff could comply and the applicant could resubmit any minor adjustments.
Next steps: staff will send required notices and process a resubmittal; the applicant said she could address sidewalk and bike‑rack items within a week if staff allows a resubmittal prior to the next hearing.
