Wilcox board adopts 2025–26 budget, sets final tax request at $92,748.82 and passes appropriation ordinance

Chairman Brad Gardels called the Village of Wilcox budget hearing to order at 7:00 p.m. on Sept. 9, 2025 and presented the proposed 2025–26 budget, comparing key provisions with the prior year. Three copies of the proposed budget statement were made available to the public.
After opening the floor for public comment on the proposed budget and receiving none, Trustee Nash moved, with Trustee Adam seconding, to close the budget hearing; the motion passed with five ayes and no nays. The board opened a final tax request hearing at about 7:15 p.m.; after no public comment, Trustee Johnson moved and Trustee Norman seconded to close that hearing, and the motion carried with five ayes.
During the regular meeting that followed, board members approved the minutes of Aug. 12, 2025 and the treasurer’s report (motion by Trustee Johnson, second by Trustee Nash). A list of vendor and payroll claims — including NPPD, SCS, and routine salary and transfer items — was presented; Trustee Norman moved to approve all claims, Trustee Adam seconded, and the motion carried.
Resolution #684, setting the village’s final tax request at $92,748.82 and establishing a tax rate of 0.41932 per $100 of assessed value, was read aloud. Trustee Adam moved to pass Resolution #684, Trustee Johnson seconded, and the board approved the resolution unanimously.
The board then approved the fiscal year 2025–26 budget document as proposed (motion by Trustee Johnson, second by Trustee Nash; vote 5–0). Trustee Nash introduced Annual Appropriation Ordinance #685 and moved to suspend the three readings; Trustee Norman seconded and the suspension passed. Trustee Nash then moved for final passage, Trustee Norman seconded, and Ordinance #685 was approved and signed by Chairman Brad Gardels.
Other actions and items of business included approval of building permit #417 (J. Harms) for a chain-link fence at 205 N. Stockton (motion by Trustee Nash, second by Trustee Adam; approved unanimously); review of delinquent utility accounts and nuisance properties with the attorney pursuing a District Court date on a lien for 305 E. Franklin St.; and a brief update on a vicious dog case in which the owner was found guilty of dogs running at large and ordered to pay restitution but was not found guilty on a dangerous dog charge; sentencing is scheduled for Sept. 25, 2025 at 1:45 p.m.
NPPD representatives attended to discuss the proposed 2026 Wholesale Power Contract; the board agreed to review the contract further and deferred any decision until the Oct. 14 meeting. The board selected a color copier/printer option at $101.61 per month for 60 months for Town Hall, discussed hiring IT support on an as-needed basis, and agreed to split the cost of a new Town Hall refrigerator with the Wilcox CIA. The meeting adjourned after no further business; minutes were attested by Village Clerk Melinda Ferree and approved by Chairman Brad Gardels.
