Lebanon raises Town Manager single-purchase approval to $10,000; council authorizes RFP advertising

The Lebanon Town Council voted unanimously June 8 to revise the town's purchasing policy, increasing the Town Manager's single-purchase approval threshold from $5,000 to $10,000 and adjusting the next tier to purchases exceeding $10,000 but under $30,000.
Town Manager Andrew R. Shortt told the council that the $5,000 threshold, set in 2019, "does not allow him much spending" in light of rising costs and requested the increase so routine purchases can be handled administratively. Council Member M. Elijah Leonard asked that larger purchases be included in the weekly Town Manager report; Shortt agreed.
The council also received and approved plans to advertise requests for proposals for IT services, turf and maintenance services, and plans to advertise for bridge inspection bids so the council could consider bids at the July meeting.
The motion to revise the purchasing policy was made by Leonard and seconded by J. Leonard Kegley; the minutes record unanimous support with Ms. Jackson, Mr. Leonard, Mr. Kegley and Ms. Fields voting Aye.
Council directed the town manager and procurement staff to follow the revised thresholds and to present larger procurements to council for visibility as requested.
