Public-works/maintenance staff reported July 14 that the city conducted a bid opening for roof replacement work following a recent hailstorm. Two local contractors submitted bids: Bel Air (apparent low bidder) and Hines. Staff said the apparent low bid was below the insurance settlement amount but they would confirm details and review requested alternates such as metal roofing for specific buildings.
Staff (Howard) said the bid included base pricing for asphalt-shingle replacements and alternates that would raise the total if the council elects metal roofs for selected facilities. Howard said staff and the city's consultant are reviewing whether addenda were properly acknowledged by bidders; Hines had not acknowledged an addendum but was not the low bidder, so that omission would not affect the apparent low bidder status in this instance.
Howard said staff would return with a recommendation and a list of the roughly 33 locations included in bids and which buildings staff recommend for metal or shingled roofs. He told the council the base number referenced in the meeting papers was approximately $506,400 and that using alternates could increase that figure.
Next steps: staff will complete a review, confirm apples-to-apples comparisons among bids, and bring a recommendation for award and any alternate selections to a future meeting.
