Platteville council votes to combine 2027 CIP and operating budget review on Oct. 13

The Platteville Common Council voted July 14 to review the 2027 capital improvement plan and operating budget together in a single work session on Oct. 13, rather than holding separate review meetings. City staff member Nicola told the council combining the two reviews would allow members to see how changes to one "lever" affect the other.
Council member Steven Badger moved to adopt the combined schedule (Option B); the motion was seconded and carried with affirmative votes from the members present. After the vote members agreed to a 4:00 p.m. start so the regular council meeting could begin at 6:00 and the joint session would conclude by 5:45 p.m.
Nicola said staff would provide the manager's high-level presentation on Sept. 22 and distribute more detailed line-item materials in advance of the Oct. 13 review. She emphasized the council would have the opportunity at the review session to make motions to add or remove projects, adjust levy allocations, or otherwise modify the city manager's recommended budget.
The council discussed logistics: Option A had proposed separate review sessions (CIP on Oct. 13 and operational budget on Oct. 20), while Option B consolidates them into a 2–2.5 hour work session immediately preceding the regular meeting. Several council members noted potential scheduling conflicts (school schedules) and recommended staff provide materials a few days ahead to allow focused questions.
Next steps: staff will finalize the meeting time and packet distribution schedule; any substantive council-directed changes to the manager's recommended budget would be proposed and acted on at the Oct. 13 review meeting (and, if unfinished, during a special session Oct. 20).
