Homeschool parents urge KPSAA to reassess fees for non‑KPBSD athletes

Tiffany Holt, an IDEA homeschool parent, told the KPSAA Executive Membership on Sept. 26 that a recently updated participation fee for non‑KPBSD students appears to have doubled and offers neither a waiver nor a cap, urging the board to reassess the structure.
"I would like to see the board reassess the fee structure and perhaps look at a yearly fee applied per student," Holt said during the public‑comment period.
President Jesse Settlemyer and Executive Secretary Vaughn Dosko acknowledged the statewide nature of the issue and said other districts have handled similar policies. Dosko and Dan Beck explained the practical difficulty of producing a simple cost analysis: consumables, extra custodial work, gym repairs, utilities and the allocation of administrator and activities‑director time are intermingled and hard to unbundle.
The board also discussed limitations on Connections funding for homeschool participants: Connections provides a $2,700 allotment that can be reduced if a student enrolls in a class at a local school, which parents said reduces the practical help that Connections provides for avoiding higher fees.
Board members said they expected further conversations between homeschool families and IDEA administrators. Tim Daugharty later suggested the issue also be discussed at district leadership and potentially at the legislative level to address broader policy implications.
The board did not adopt a new policy at the meeting. Members said they will continue discussions and flagged the item for follow‑up; the next KPSAA meeting is scheduled for Nov. 19.
