Scott Township staff flag three grant deadlines and move several street projects forward

Township engineering staff told the board there are multiple near‑term grant opportunities and several ongoing construction matters that will require board action in the coming weeks.
Engineer Marie said the township has three grant competitions active now: the CFA Multimodal Transportation Fund (deadline July 31), the GEDTF (deadline Aug. 14) and CFA/LSA programs opening Sept. 1 (due Nov. 30). She recommended preparing a road‑program submission for the multimodal fund and considering sidewalk and stair repairs adjacent to Glendale Hose Company No. 1 as candidates for funding. "We have the 2026 CFA multimodal transportation fund grant. That grant closes July 31," Marie said.
On procurement and contracts, staff recommended rejecting the two bids received for the Bowhill Road sidewalk replacement project because the apparent low bidder was not PennDOT‑prequalified and the second bidder had not completed prequalification. Marie said the rejection will allow the township to re‑evaluate and re‑bid the project next year. Separately, M and B Services submitted a partial payment request No. 1 for $106,808.40 for stored electrical materials for the 2025 traffic‑signal improvements; staff will place the payment request on the next agenda so the board can consider payment under contract terms that allow stored‑materials reimbursement while awaiting long‑lead signal arms.
Marie also reported that an RFP for radon testing (required by Allegheny County for ADA door work at Scott Park Lodge) received no bids; staff will re‑solicit and follow up with potential vendors. Commissioners flagged questions about what corrective steps would follow a positive radon test and operational challenges testing commercial buildings versus homes.
The board agreed to include necessary grant authorizations and contract items on the next meeting agenda to meet the impending deadlines.
